MINUTES OF THE REGULAR MEETING TUESDAY SEPTEMBER 9, 2014
 
 
The regular meeting of Council was held this date at the Calvin Community Centre. Present were: Mayor Brown, Deputy Mayor Pennell, Coun Albright, Coun O’Connor, Chris Whalley, Ken Brewitt & Lynda Kovacs.

2014-140         MINUTES OF CALVIN RECREATION MEETING
Moved by Coun O’Connor and seconded by Coun Albright that the minutes of the Calvin Recreation Meetings of Thursday July 3, 2014 and Tuesday August 5, 2014 be hereby approved and adopted as presented.

2014-141         MINUTES OF COUNCIL MEETING
Moved by Coun O’Connor and seconded by Coun Albright that the minutes of the regular meeting of Council held on Tuesday Aug 26, 2014 are hereby adopted and signed as circulated.

2014-142         BY-LAW NO 2014-024
BY-LAW NO 2014-024 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to amend by-law 2005-008 being a by-law to appoint fence viewers and livestock valuers for the Municipality of Calvin.

2014-143         PLANT FLOWERS AROUND BASE OF EAU CLAIRE SIGN
Moved by Coun Albright and seconded by Coun Pennell that Council hereby acknowledges the request made by Pauline Bergeron to permit her to clean up and beautify the area around the base of the Eau Claire sign that has been placed by the Municipality on the road allowance near the end of her driveway by planting flowers/wildflowers from 6 inches to approximately 3 feet in height;
AND FURTHER that Council approves of this request provided the planting does not interfere with the annual roadside brushing and ditching which may cause damage to plantings.

2014-144         AWARD OF CALVIN TRUCK TENDER 2014-01
Moved by Coun Pennell and seconded by Coun Albright that the Calvin Truck Tender 2014-01 be awarded to the lowest bidder, being Lewis Motors, whose tender bid was for a 2015 model International 7600 SBA truck at tendered price of $186,175.00 plus HST.

2014-145         BY-LAW NO 2014-025
BY-LAW NO 2014-025 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to enter into a Consent Agreement between the property owner of Part Lot 36 Concession 11 and the Corporation of the Municipality of Calvin.

2014-146         DISBURSEMENTS
Moved by Coun O’Connor and seconded by Coun Pennell
That the disbursements dated Sept. 4, 2014 in the amount of $50,295.79 and Sept. 9, 2014 in the amount of $99,909.88 be hereby authorized and passed for payment.

2014-147         CLOSED PORTION
Moved by Coun Albright and seconded by Coun Pennell that this portion of the meeting be now closed to the public pursuant to the Municipal Act, Section 239 (2)(d) for the purpose of labour relations or employee negotiations.

2014-149         CONTRACT EXTENSION – BRANDON MAYHEW
Moved by Coun O’Connor and seconded by Coun Pennell that Council hereby authorizes an extended 6 month employment contract between the Municipality and Brandon Mayhew for the position of General Labourer/Facilities Custodian/Occasional Equipment Operator, and the term of the extended contract shall be from October 5, 2014 through to April 30, 2015.

2014-150         CONTRACT RENEWAL – DEAN MAXWELL
Moved by Coun Albright and seconded by Coun O’Connor that Council hereby authorizes the renewal of the appointment of Dean Maxwell to the position of On-Call/Standby Equipment Operator in the Roads Department for an additional one (1) year contract, and the term of the contract shall be from November 1, 2014 through to October 31, 2015.
