MINUTES OF THE REGULAR MEETING TUESDAY MAY 27, 2014
 
 
The regular meeting of Council was held this date at the Calvin Community Centre. Present were: Mayor Brown, Deputy Mayor Pennell, Coun Albright, , Coun O’Connor, Ken Brewitt, Chris Whalley & Karen Constant.

2014-084         MINUTES OF COUNCIL MEETING
Moved by Coun Albright and seconded by Coun Pennell that the minutes of the regular meeting of Council held on Tuesday May 13, 2014 are hereby adopted and signed as circulated.

2014-085         BY-LAW NO 2014-014
BY-LAW NO 2014-014 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to authorize an execution of an agreement between the Association of Municipalities of Ontario and the Corporation of the Municipality of Calvin (Federal Gas Tax).

BY-LAW NO 2014-015 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to authorize the establishment of the Joint Compliance Audit Committee (Dec. 1/14 to Nov. 30/18).

2014-087         BY-LAW NO 2014-016
BY-LAW NO 2014-016 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to appoint committee members to the 2014 Joint Election Compliance Audit Committee for the Corporation of the Municipality of Calvin (Dec. 1/14 to Nov. 30/18).

2014-088         BY-LAW NO 2014-017
BY-LAW NO 2014-017 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to provide for the adoption of tax rates, adoption of annual budget and to further provide for the penalty and interest in default of payment thereof for the year 2014.

2014-089         BY-LAW NO 2014-018
BY-LAW NO 2014-018 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to establish salary and hourly remuneration for officers and staff of the Corporation for 2014.

2014-090         2012 ANNUAL ENERGY REPORT ON ENERGY CONSUMPTION & GHG EMISSIONS
Moved by Coun Albright and seconded by Coun Pennell that Council has received the 2012 Annual Energy Report on Energy Consumption and Greenhouse Gas Emissions, required to be reported annually on or before July 1st as per Ontario Regulation 397/11 under the Green Energy Act, 2009, and hereby authorizes that the report be released as presented.

2014-091         DECLARATION OF COMMITMENT TO FIVE (5) YEAR ENERGY PLAN
Moved by Coun Pennell and seconded by Coun Albright that the following Declaration of Commitment be hereby incorporated into the Municipality’s Five (5) Year Energy Plan:
That the Municipality of Calvin hereby makes a commitment to allocate the resources necessary to complete the development and implementation of a Five (5) Year Energy Conservation and Demand Management Plan with the focus on being environmentally responsible through continued reduction of energy consumption, maximization of waste diversion, and through sustainable planning and environmental management systems.

2014-092         SUPPORT APPOINTMENT OF EAST FERRIS MAYOR BILL VREBOSCH TO FUTURE OF POLICING AND ADVISORY COMMITTEE
Moved by Coun Pennell and seconded by Coun Albright that Council hereby supports and endorses the appointment of Mayor Bill Vrebosch of the Municipality of East Ferris to the Province’s new Committee called Future of Policing Advisory Committee (FPAC) which has been established to look at how best to deploy policing and civilian resources and explore new approaches to policing for the 21st century and further,
That our group of “Under 5000 Population”, representing 193 municipalities or 44% of the municipalities in Ontario, needs to be represented on this new committee and our voice needs to be heard.

That the disbursements dated May 22, 2014 in the amount of $17,862.27 and May 27, 2014 in the amount of $3,512.85 be hereby authorized and passed for payment.
