CORPORATION OF THE MUNICIPALITY OF CALVIN

MINUTES OF THE REGULAR MEETING TUESDAY MAY 26, 2015

 

The regular meeting of Council was held this date at the Calvin Community Centre.

Present were: Mayor Brown, Deputy Mayor Pennell, Coun Adams, Coun Edwards, Coun O’Connor, Ken Brewitt, Chris Whalley & Lynda Kovacs.

2015-088         MINUTES OF REGULAR COUNCIL MEETING

Moved by Coun Edwards and seconded by Coun Adams that the minutes of the regular meeting of Council held on Tuesday May 12, 2015 are hereby adopted and signed as circulated.

2015-089         AUTHORITY TO PREPARE BY-LAW FOR OPP POLICING CONTRACT

Moved by Coun Adams and seconded by Coun Edwards that Council has reviewed the Mattawa Group of 4 Contract Policing Proposal dated May 5, 2015 provided by the Ontario Provincial Police to enter into a Contract Agreement for a four and a half (4-1/2) year period beginning July 1, 2015 through to December 31, 2019,

And further that Council hereby authorizes the Clerk-Treasurer to prepare a By-law to execute the Contract Agreement.

2015-090         BY-LAW NO 2015-009 OILC DEBENTURE

BY-LAW NO 2015-009 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law of the Township of Calvin to authorize the borrowing upon serial debentures in the principal amount of $200,000.00 towards the cost of the International 7400 fire truck.

2015-091         BY-LAW NO 2015-011 OPP POLICING SERVICES (July 1/15 – Dec 31/19)

BY-LAW NO 2015-011 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to authorize the execution of an agreement with the Minister of Community Safety & Correctional Services for the provision of police services in the corporation of the Municipality of Calvin.

2015-092         BY-LAW NO 2015-012 ADOPT PROVINCIAL TAX TOOLS

BY-LAW NO 2015-012 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to adopt stay at CVA and cross CVA tax options for 2015 property tax policy for the Municipality of Calvin.

2015-093         ADOPTION OF 2015 O. REG. 284/09 COMPLIANCE REPORT

Moved by Coun O’Connor and seconded by Coun Pennell that the Council of the Municipality of Calvin has received and adopted the 2015 Compliance Report – Estimate of Expenses Excluded from 2015 Budget, as required by the Municipal Act 2001, Ontario Regulation 284/09, Budget Matters – Expenses, Section 2(1)(a)(b) and Section 3.

2015-094         BY-LAW NO 2015-013 ADOPT 2015 TAX RATES/BUDGET

BY-LAW NO 2015-013 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to provide for the adoption of tax rates, adoption of annual budget and to further provide for the penalty and interest in default of payment thereof for the year 2015.

2015-095         BY-LAW NO 2015-014 SETS PAYROLL GRID FOR 2015

BY-LAW NO 2015-014 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to establish salary and hourly remuneration for officers and staff of the Corporation for 2015.

2015-096         SUPPORT FOR MADAWASKA AND HORNEPAYNE - HYDRO RATE INCREASES

Moved by Coun Pennell and seconded by Coun O’Connor

WHEREAS the Corporation of the Townships of Madawaska Valley and Hornepayne have requested support from all Ontario Municipalities for their resolutions encouraging Premier Wynne and the Province of Ontario to take immediate action to prevent hydro rate increases from being implemented;

AND WHEREAS Premier Wynne and the Province of Ontario are encouraged to do something quickly to bring hydro rates down to a reasonable level.

NOW THEREFORE BE IT RESOLVED that the Council of the Corporation of the Municipality of Calvin hereby supports these resolutions and that this resolution be forwarded to Premier Wynne and to the Townships of Madawaska Valley and Hornepayne.

2015-097         AUTHORIZATION TO WITHHOLD PAYMENT OF 2015 LEVY TO CASSELLHOLME

Moved by Coun O’Connor and seconded by Coun Pennell

WHEREAS the Municipality of Calvin, along with the Town of Mattawa, the Township of Papineau-Cameron and the Municipality of Mattawan have clearly stated their request and intention to exit the Board of Management for Cassellholme in order to better serve the seniors in our own local area.

AND WHEREAS it was understood that the target exit date would be December 30, 2014 and that all parties were working on an exit strategy to that end,

AND WHEREAS it appears that the finalization of an exit strategy has been stalled and the Municipality of Calvin, along with the other three local municipalities, is still being levied by Cassellholme,

AND WHEREAS the Clerk-Treasurer has received a letter from the Chief Executive Officer of Cassellholme requesting levy payment for 2015,

AND WHEREAS Council is aware of their legal obligations under the Long-Term Care Homes Act to submit the requested levy.

NOW BE IT RESOLVED that Council hereby authorizes the Clerk-Treasurer, despite the Cassellholme Levy being included in 2015 Municipal Budget, to hold payment of the 2015 Cassellholme levy until such time as an acceptable exit strategy has been negotiated and agreed upon by all parties.

Dr. Recruitment Mattawa Hospital – New Business

8:15 p.m. Mayor Brown vacated his seat as Head of Council and moved to the audience to voice his point that Calvin’s 2015 budget allocates $2500 to Dr. Recruitment and, until the Cassellholme exit strategy is in place, his opinion is that Calvin does not have further funding to contribute toward Dr. Recruitment.

8:17 Mayor Brown returned to his seat as Head of Council.

No decision on Dr. Recruitment funding.

 

2015-098         DISBURSEMENTS

Moved by Coun Pennell and seconded by Coun O’Connor that the disbursements dated May 21, 2015 in the amount of $20,232.83 and May 12, 2015 in the amount of $13,007.33 be hereby authorized and passed for payment.

At 8:20 p.m. Deputy Mayor Pennell left the room due to declared Conflict of Interest re: the next item under New Business

 

2015-099         APPROVAL OF TREE REMOVAL IN CALVIN UNION CEMETERY

Moved by Coun Edwards and seconded by Coun O’Connor that Council hereby approves that the Public Works department and municipal staff remove the two trees at the south-west corner of the Calvin Union Cemetery property to allow for hydro installation to service a new residence being built adjacent to the cemetery, as requested by Ian Pennell.

At 8:25 p.m. Deputy Mayor Pennell returned to the room and to his seat at the Council table.

Moved by Coun O’Connor and seconded by Coun Pennell that this regular Meeting of Council now be adjourned at 8:28 p.m.
