MINUTES OF THE REGULAR MEETING TUESDAY MAY 12, 2015
The regular meeting of Council was held this date at the Calvin Community Centre.
Present were: Mayor Brown, : Deputy Mayor Pennell, Coun Adams, Coun Edwards, Coun O’Connor, Ken Brewitt, Chris Whalley & Lynda Kovacs.

2015-078 MINUTES OF REGULAR COUNCIL MEETING
Moved by Coun Adams and seconded by Coun Edwards that the minutes of the regular meeting of Council held on Tuesday Apr. 28, 2015 are hereby adopted and signed as circulated.

2015-079 MINUTES OF CALVIN RECREATION MEETING
Moved by Coun Edwards and seconded by Coun Adams that the minutes of the Calvin Recreation Meeting of Monday Apr. 6, 2015 are hereby adopted and approved as presented.

2015-080 SHARING OF IN-KIND ADVERTISING FOR BLUE BOX RECYCLING PROGRAM
Moved by Coun Adams and seconded by Coun Edwards
Whereas each year participating municipalities are allocated lineage from Waste Diversion Ontario for in-kind advertising, in order to advise people about their Blue Box Recycling programs through ads placed with local media,
And Whereas Calvin is a small, rural municipality that does not have the means to use this allocated lineage to our best advantage, and it has been brought to Council’s attention that we are able to share our lineage for in-kind advertising with another municipality.
Be it Therefore Resolved that the Municipality of Calvin shall share all of their allocated lineage for in-kind advertising through Waste Diversion Ontario, with the City of North Bay, provided that the City of North Bay includes mention in their advertising that the Municipality of Calvin is a participant in the Blue Box Recycling program.

2015-081 DEFERRAL OF CONSIDERATION OF APPLICATION TO AMEND ZONING BY-LAW
Moved by Coun Adams and seconded by Coun Edwards that the Municipality has received an application to amend its current Zoning By-law from Mr. and Mrs. Stan Gibson, and that the application as presented cannot be deemed complete without the addition of further required information; the Council of the Municipality of Calvin hereby defers consideration of this application as per Section 10.3 and 10.4 of the Planning Act until the municipality is satisfied that the required information has been submitted to the Clerk-Treasurer in order to render the application complete.

2015-082 SUPPORT IN PRINCIPAL FOR THE CRC 2015 BUDGET SUBMISSION
Moved by Coun O’Connor and seconded by Coun Pennell that Council hereby supports in principal, the 2015 Budget submission as put forth by the Calvin Recreation Committee and that these figures be submitted to the Clerk-Treasurer to be included as part of the overall Final 2015 Municipal Budget deliberation process.

2015-083 RELEASE OF 2013 ANNUAL ENERGY REPORT ON ENERGY CONSUMPTION
Moved by Coun Pennell and seconded by Coun O’Connor that Council has received and reviewed the 2013 Annual Energy Report on Energy Consumption and Greenhouse Gas Emissions, required to be reported annually on or before July 1st as per Ontario Regulation 397/11 under the Green Energy Act, 2009, and hereby authorizes that the report be released as presented.

2015-084 BY-LAW NO 2015-010
BY-LAW NO 2015-010 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to set tax (transition) ratios for municipal purposes for the year 2015.

2015-085 SURPLUS DECLARATION OF 1975 GMC FIRE TRUCK
Moved by Coun Pennell and seconded by Coun O’Connor
WHEREAS the Municipality has virtually completed the debenture process to purchase a new International Pumper/Tanker Fire Truck to replace the 1975 GMC currently in use by the Calvin Fire Department,
AND WHEREAS once the ownership of new International Fire Truck is fully in place and insurance coverage secured, the new truck will immediately be placed in full service and thereafter housed in the Calvin Fire Hall,
AND WHEREAS the 1975 GMC Fire Truck will then be taken out of service to the Municipality of Calvin;
AND WHEREAS the Council of the Township of Bonfield has already approved by their Resolution No. 4, the purchase of Calvin’s used Fire Truck up to the maximum of four thousand dollars ($4,000).
NOW BE IT THEREFORE RESOLVED that upon the new International Fire Truck being placed in full service, Council hereby declares the 1975 GMC Fire Truck (VIN TM665V560210) to be surplus to the further needs of the Municipality and hereby authorizes the Fire Chief and the Clerk-Treasurer to then complete the sale of the vehicle to the Township of Bonfield for the price of four thousand dollars ($4,000).

2015-086 DISBURSEMENTS
Moved by Coun O’Connor and seconded by Coun Pennell that the disbursements dated May 7, 2015 in the amount of $275,036.99 and May 12, 2015 in the amount of $6,281.58 be hereby authorized and passed for payment.
