CORPORATION OF THE MUNICIPALITY OF CALVIN
MINUTES OF THE REGULAR MEETING TUESDAY JUNE 10, 2014
 
The regular meeting of Council was held this date at the Calvin Community Centre. Present were: Mayor Brown, Deputy Mayor Pennell, Coun Albright, Coun Latimer, Coun O’Connor & Lynda Kovacs.

The meeting was called to order at 7:00 p.m. by Mayor Brown
 
DELEGATIONS:                                                                  None
 
PECUNIARY/CONFLICT OF INTEREST:
Coun Pennell declared a pecuniary conflict of interest in writing for item
(G) on tonight’s agenda regarding the resolution to make a decision on the
awarding of a contract to Above All Masonry for the construction of an
addition to the existing municipal rink building.
 
2014-095              MINUTES OF CALVIN RECREATION MEETING
Moved by Coun Latimer and seconded by Coun O’Connor that the minutes of the Calvin Recreation meeting of Wednesday May 7, 2014 are hereby approved and adopted as presented.

2014-096              MINUTES OF COUNCIL MEETING
Moved by Coun O’Connor and seconded by Coun Latimer that the minutes of the regular meeting of Council held on Tuesday May 27, 2014 are hereby adopted and signed as circulated.

2014-097              2014 BUDGET O. REG 284/09 COMPLIANCE REPORT
Moved by Coun Albright and seconded by Coun Pennell that the Council of the Municipality of Calvin has received and adopted the 2014 Compliance Report – Estimate of Expenses Excluded from 2014 Budget, as required by the Municipal Act 2001, Ontario Regulation 284/09, Budget Matters – Expenses, Section 2(1)(a)(b) and Section 3.

2014-098              CONSENT APPLICATION NO. 2014-05 – A. LAVIGNE
Moved by Coun Pennell and seconded by Coun Albright that Council has reviewed the Consent Application No. 2014-05 Re:  Con 7 Pt Lot 16 Parts 1 & 2 36R5033 and Part 3R3131 in the name of Arthur Lavigne and hereby authorizes its approval;
And Further that since this Consent Application is for three (3) lot additions, and does not create any new separate lots or entrances, the 5% Cash-in-Lieu shall not apply.  There are no known restrictions at this time.

2014-099              GRAND COLLISION INC. TALON LAKE RD. DRAINAGE ISSUE RESOLVED
Moved by Coun Albright and seconded by Coun Pennell that Council has received the report of the Road Superintendent concerning his recent site visit on Friday May 23, 2014 to the property owned by Grand Collision Inc. at Talon Lake Road, and has deemed that the issue of drainage has been resolved and that the drainage ditch has been completed as per the design prepared by P.A. Blackburn Ltd.,
Now Therefore Be It Resolved that Council is now satisfied that this specific issue of the drainage has been addressed and completed to their satisfaction.

At this point in the meeting Coun Pennell vacated his Council seat and moved to the audience.
 
2014-100              ACCEPTANCE OF BID RE ADDITION TO RINK BUILDING
Moved by Coun O’Connor and seconded by Coun Latimer that Council has been informed by staff of the three informal quotes received from contractors for the construction of an addition to the existing municipal rink building and hereby authorizes that the quote received from Above All  Masonry, being the lowest bid, be accepted as received on April 4, 2014.

2014-101              DISBURSEMENTS
Moved by Coun Pennell and seconded by Coun Albright
That the disbursements dated June 5, 2014 in the amount of $26,817.50 and June 10, 2014 in the amount of $3,141.93 be hereby authorized and passed for payment.

2014-102              CLOSED PORTION
Moved by Coun Pennell and seconded by Coun Albright that this portion of the meeting be now closed to the public pursuant to the Municipal Act, Section 239 (2)(d) for the purpose of labour relations or employee negotiations and Section 239 (2)(b) for personal matters about an identifiable individual, including municipal or local board employees.

2014-103              ADOPT COUNCIL REPORTS
Moved by Coun O’Connor and seconded by Coun Latimer
That Council Reports
·         C2014-06 which adopts minutes of the closed portion of the meeting of April 8, 2014 and,
·         C2014-07 which gives directives to staff re:  2014 hourly rates, km rates, etc.
·         C2014-08 which gives directives to staff re:  property taxes over three years in arrears
·         C2014-09 which adjourns the closed portion of the meeting
