MINUTES OF THE REGULAR MEETING TUESDAY JAN. 28, 2014

 

The regular meeting of Council was held this date at the Calvin Community Centre. Present were: Mayor Brown, Deputy Mayor Pennell, Coun Albright, Coun Latimer, Coun O’Connor, Chris Whalley & Lynda Kovacs.

PECUNIARY/CONFLICT OF INTEREST: None

 

2014-008         DECISION REGARDING INTERSECTION SAFETY CONCERN

Moved by Coun Latimer and seconded by Coun O’Connor that the intersection of Homestead Road and Stewarts Road is identified to be a safety issue due to slippery road conditions, and Council hereby authorizes the road superintendent to have the municipal sand truck apply sand to this intersection when icy road conditions exist, at the discretion of the road superintendent.

2014-009         MINUTES OF COUNCIL MEETING

Moved by Coun Pennell and seconded by Coun O’Connor that the minutes of the regular meeting of Council held on Tuesday January 14, 2014 are hereby adopted and signed as circulated.

2014-010         BY-LAW NO 2014-002 – OPP GROUP OF 4 CONTRACT EXTENSION

BY-LAW NO 2014-002 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to authorize the execution of an agreement with Her Majesty the Queen in Right of Ontario as represented by the Minister of Community Safety and Correctional Services.

2014-011         RENEWAL OF MUNICIPAL INSURANCE

Moved by Coun Latimer and seconded by Coun O’Connor that Council has received and reviewed the 2014 – 2015 municipal insurance renewal documents as presented by Municipal Insurance Services Ltd. (M.I.S.) in the Insurance and Risk Management Presentation dated January 21, 2014 and hereby authorizes M.I.S. to proceed to issue and invoice the applicable policy documents.

2014-012         REQUEST FOR REFUND OF NURSE PRACTITIONER PAYMENT

Moved by Coun Pennell and seconded by Coun Albright that the Council of the Municipality of Calvin, along with its neighbouring municipal Councils, approved urgent financial assistance in June 2012 to the Mattawa Hospital to hire a Nurse Practitioner on a short term basis in order to alleviate stress on the doctors and the Emergency Department at the Mattawa Hospital during a doctor shortage until a new doctor could be recruited;

And Further, that Calvin’s portion of the financial assistance was paid in two installments, the first in 2012 and the second followed in 2013;

And Further, it was agreed at the time of the original Calvin Resolution No. 2012-095 that the hospital shall refund to the municipalities any remaining balances;

And Further, it is noted in the communication provided to Mayor Brown in November 2013 that there is currently a $10, 924 balance of the funds provided by Calvin left over in the Mattawa Hospital 2013 – 2014 budget;

And Further, this amount represents approximately 1% in taxes to the Municipality of Calvin and is needed by the municipality, particularly during these times of rising expenses and budget restraint, coupled with the pressure to maintain and/or rebuild aging infrastructure at the municipal level.

Now Therefore Be it Resolved that the Municipality of Calvin hereby make request to the Mattawa Hospital that the money left in the Mattawa Hospital 2013 – 2014 budget, originally allocated for the designated purpose of hiring a temporary Nurse Practitioner, be refunded to the Municipality of Calvin during the Municipality’s 2014 budget year.

2014-013         SUPPORT - POLICING SMALL MUNICIPALITIES OF 5,000 OR LESS

Moved by Coun O’Connor and seconded by Coun Latimer

WHEREAS municipalities have been legislated to provide police services;

AND WHEREAS municipalities have been paying inequitable costs for policing service;

AND WHEREAS the Ontario Provincial Police have developed a model for billing their services to municipalities;

AND WHEREAS there are a number of small municipalities who disagree with this funding model and do not believe that they will be beneficiaries of any proposed billing model;

NOW THEREFORE BE IT RESOLVED that the Province of Ontario take back the responsibility for policing small municipalities with a population of 5,000 or less.

2014-014         ELECTIONS ONTARIO CONTINGENCY PREPARATIONS

Moved by Coun Pennell and seconded by Coun Albright

Whereas Elections Ontario is currently making contingency preparations for the next Provincial general election and must be ready to deliver an election with little or no notice of the election date and has requested assistance from municipalities including Calvin, to offer support to help them to continue to provide critical elections service to voters within our municipality,

And further, that the request for this contingency assistance includes providing an emergency management point person and their alternate, as well as temporary space, if needed, including space for a table and chair for up to five (5) days in order to conduct special ballot voting and voter registration immediately following an election call, and to allow time for the Returning Officers to make arrangements to secure local offices.

Now Therefore Be It Resolved that Calvin’s Municipal Clerk and also the Administrative Assistant shall be provided on a contingency basis to Elections Ontario as the emergency management point person and alternate, and also that space and a table in the Calvin Hall shall be made available to allow Elections Ontario to maintain a constant state of election readiness.

2014-015         LANDFILL CAPACITY REVIEW FOR 2013 YEAR

Moved by Coun Albright and seconded by Coun Pennell that

Council has reviewed the current 2013 Landfill Capacity Review Letter as prepared by DST Consulting Engineers and dated January 28, 2014;

And Further, that this Capacity Review Letter replaces the last one which was completed in 2010;

Now Therefore Be It Resolved that Council hereby accepts the January 28, 2014 landfill capacity review as presented, for the 2013 year.

2014-016         DISBURSEMENTS

Moved by Coun Pennell and seconded by Coun Albright

That the disbursements dated January 22, 2014 in the amount of $6,426.34 and January 28, 2014 in the amounts of $9,926.24 and $10,551.56 be hereby authorized and passed for payment.

Moved by Coun O’Connor and seconded by Coun Latimer that this regular Council meeting now be adjourned at 8:22 p.m.
