MINUTES OF THE REGULAR MEETING OF
TUESDAY JANUARY 27, 2015
 
 
The regular meeting of Council was held this date at the Calvin Community Centre. Present were: Mayor Brown, Deputy Mayor Pennell, Coun Adams, Coun Edwards, Coun O’Connor, Chris Whalley, Ken Brewitt & Lynda Kovacs.

2015-016         MINUTES OF REGULAR COUNCIL MEETING
Moved by Coun Pennell and seconded by Coun Adams that the minutes of the regular meeting of Council held on Tuesday January 13, 2015 are hereby adopted and signed as circulated.

2015-017         BY-LAW NO 2015-002 (6 Month Contract- Mattawa Group)
BY-LAW NO 2015-002 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to authorize the execution of an agreement with the Minister of Community Safety and Correctional Services for the provision of police services in the Municipality of Calvin.

2015-018         SPECIAL JOINT MEETING TO REVIEW O.P.P. POLICING SERVICE OPTIONS
Moved by Coun Adams and seconded by Coun Pennell that there will be a special joint meeting of the Mayors, Councillors and Clerks of the Municipality of Calvin, the Town of Mattawa, the Township of Papineau-Cameron, the Municipality of Mattawan and members of the O.P.P. who are able to be present, on Tuesday February 3, 2015 @ 7:00 p.m. at the Calvin Community Centre to discuss and review O.P.P. Policing Service options for all municipalities within the Mattawa Group under the new O.P.P. billing model.

2015-019         BY-LAW NO 2015-003 (MNR Forest Fire Management)
BY-LAW NO 2015-003 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to enter into an agreement between her Majesty the Queen in Right of Ontario as represented by the Minister of Natural Resources and Forestry (Forest Fire Management Agreement).

2015-020         APPROVAL OF PURCHASE OF NEW REFRIGERATOR BY CRC
Moved by Coun Edwards and seconded by Coun O’Connor that Council hereby approves the purchase of a new refrigerator for the Community Centre kitchen at the purchase price (on sale) of $748.02 including HST and that this purchase shall be funded out of existing surplus funds of the Calvin Recreation Committee (CRC) and included in the 2015 CRC Budget to be presented to Council for approval and then to be included in the overall municipal 2015 budget.

2015-021         BY-LAW NO 2015-004 (CEC Landfill Agreement 1 Year)
BY-LAW NO 2015-004 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to enter into an agreement between the Corporation of the Municipality of Calvin and The Canadian Ecology Centre (Landfill).

2015-022         BY-LAW NO 2015-005 (CEC Fire Agreement 1 Year)
BY-LAW NO 2015-005 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to enter into an agreement between the Corporation of the Municipality of Calvin and the Canadian Ecology Centre (Fire).

2015-023         BY-LAW NO 2015-006 (Samuel de Champlain Landfill Agreement 1 Year)
BY-LAW NO 2015-006 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to enter into an agreement between the Corporation of the Municipality of Calvin and Samuel de Champlain Provincial Park (Landfill).

2015-024         SUPPORT FOR MBEDC APPLICATION TO ONTARIO’S SENIORS’ SECRETARIAT
Moved by Coun O’Connor and seconded by Coun Edwards that the Council of the Municipality of Calvin is in full support of the Mattawa-Bonfield Economic Development Corporation submitting a regional application to the Ontario’s Seniors’ Secretariat – Age-Friendly Community Planning Grant to establish the Age-Friendly Voyageur Country Project.

2015-025         SUPPORT FOR COMMUNITY TRANSPORTATION PILOT PROGRAM GRANT APPLICATION
Moved by Coun O’Connor and seconded by Coun Edwards that the Council of the Municipality of Calvin is in full support of the Community Transportation Pilot Program Grant Application for the eastern corridor of the District of Nipissing, being proposed to the Ministry of Transportation – Community Transportation Pilot Grant Program.

2015-026         DISBURSEMENTS
Moved by Coun Edwards and seconded by Coun O’Connor that the disbursements dated January 22, 2015 in the amount of $13,535.92 and January 27, 2015 in the amounts of $5,284.85 and $1,020.28 be hereby authorized and passed for payment.

2015-027         CLOSED PORTION
Moved by Coun O’Connor and seconded by Coun Edwards that this portion of the meeting be now closed to the public pursuant to the Municipal Act, Section 239 (2)(f) for the purpose of advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

That Council Reports
·         C2015-04 which adopts minutes of the closed portion of the meeting of January 13, 2015 and,
·         C2015-05 which gives Directives to Staff further to legal counsel received from municipal solicitor concerning issues of property owner on Peddlers Dr. and,
·         C2015-06 which adjourns the closed portion of the meeting
