CORPORATION OF THE MUNICIPALITY OF CALVIN

MINUTES OF THE REGULAR MEETING TUESDAY FEB. 25, 2014

 

The regular meeting of Council was held this date at the Calvin Community Centre. Present were: Mayor Brown, Deputy Mayor Pennell, Coun O’Connor, Ken Brewitt, Chris Whalley & Lynda Kovacs.

The meeting was called to order at 7:00 p.m. by Mayor Brown

2014-025         MINUTES OF COUNCIL MEETING

Moved by Coun O’Connor and seconded by Coun Pennell that the minutes of the regular meeting of Council held on Tuesday February 11, 2014 are hereby adopted and signed as circulated.

2014-026         SUPPORT TO UNITED TOWNSHIPS OF HEAD, CLARA & MARIA

Moved by Coun Pennell and seconded by Coun O’Connor

WHEREAS the provincial government regularly makes sweeping regulations and policies without giving appropriate consideration to specific locations or the effects on smaller municipalities and the rights of individuals;

AND WHEREAS government regulations now control and limit many property owner rights and privileges restricting more and more as time goes by;

AND WHEREAS the Council of the Corporation of the Municipality of Calvin recognizes that legislation is required to protect the environment from some who may not maintain their properties appropriately;

THEREFORE BE IT RESOLVED that this Council hereby supports the United Townships of Head, Clara & Maria in lobbying the provincial government to stop the process of mandatory on-site septic system inspections and to continue to only require them in known vulnerable locations adjacent to source water areas;

AND BE IT FURTHER RESOLVED that should regular routine inspections become mandatory across the province, the province build into any regulation the corresponding funding to compensate property owners and the small municipalities who cannot continue to rely on the property tax base to meet the continuous downloading of responsibility without equivalent funding;

AND FURTHER that a copy of this resolution be sent to The Honourable Kathleen Wynne; The Honourable Linda Jeffrey, Minister of Municipal Affairs and Housing; Mr. Victor Fedeli, MPP Nipissing and the AMO.

2014-027         LETTER TO MPP REQUESTING AMENDMENT TO BILL 69

Moved by Coun O’Connor and seconded by Coun Pennell that Mayor Brown write a letter to Victor Fedeli; MPP, requesting amendment to Bill 69, The Prompt Payment Act, 2013, to allow municipalities to continue to exert prudent stewardship over public financial resources and that the letter be copied to The Honourable Kathleen Wynne; The Honourable Linda Jeffrey, Minister of Municipal Affairs and Housing; Steven Del Duca, MPP Vaughan; Andrea Horwath, NDP Leader and Tim Hudak, PC Leader.

2014-028         DISBURSEMENTS

Moved by Coun Pennell and seconded by Coun O’Connor

That the disbursements dated February 20, 2014 in the amount of $14,184.49 and February 25, 2014 in the amount of $15,623.75 be hereby authorized and passed for payment.

2014-029         CLOSED PORTION

Moved by Coun Pennell and seconded by Coun O’Connor that this portion of the meeting be now closed to the public pursuant to the Municipal Act, Section 239 (2)(d) for the purpose of labour relations or employee negotiations.

Council Moved to Closed Portion at 8:15 pm.

Council Returned to the Open Meeting at 8:47 pm.

 

2014-030         ADOPT COUNCIL REPORTS

Moved by Coun Pennell and seconded by Coun O’Connor that Council Reports

C2014-01 which adopts minutes of the closed portion of the meeting of December 11, 2013 and

C2014-02 which gives directives to staff re: Contract General Labourer to assist in the Recreation, Landfill and Cemetery departments and

C2014-03 adjourns the closed portion of Feb. 25, 2014

be hereby approved and adopted as presented.
