MINUTES OF THE REGULAR MEETING TUESDAY DEC 9, 2014
 
The regular meeting of Council was held this date at the Calvin Community Centre. Present were: Mayor Brown, Deputy Mayor Pennell, Coun Adams, Coun Edwards, Coun O’Connor, Chris Whalley, Ken Brewitt & Lynda Kovacs.

2014-182         MINUTES OF COUNCIL MEETING
Moved by Coun  Pennell and seconded by Coun Adams that the minutes of the regular and final meeting of Council for the previous Term of Office held on Tuesday Nov. 25, 2014 are hereby adopted and signed as circulated.

2014-183         CANCELLATION OF DEC. 23RD COUNCIL MEETING
Moved by Coun O’Connor and seconded by Coun Edwards that the Council meeting regularly scheduled for Tuesday December 23, 2014 be hereby cancelled and the next regularly scheduled Council meeting will be held as per the usual schedule, on Tuesday January 13, 2015 @ 7:00 pm in the Calvin Community Centre.

2014-184         FIREFIGHTERS ASSOCIATION REIMBURSEMENT
Moved by Coun Edwards and seconded by Coun O’Connor that Council hereby acknowledges that the Fire Fighters Association will reimburse the municipality for the purchase of one (1) Mustang Ice Water Rescue Suit for the Calvin Fire Department in the amount of $624.98 plus the $11.00 non-refundable portion of HST totaling $635.98,
And Further, that this item will henceforth then be included on the list of equipment belonging to the Calvin Fire Department.

2014-185         MOVE INTERNAL TRUST FUNDS FOR 2014 YEAR END
Moved by Coun Pennell and seconded by Coun Adams that all internal trust funds in the general accounts be moved to the proper trust fund accounts in preparation for the 2014 year end.

2014-186         AUTHORIZATION TO PAY BALANCE OF ALL 2014 ACCOUNTS PAYABLE
Moved by Coun Adams and seconded by Coun Pennell that authorization is hereby given for the balance of all 2014 accounts payable to be paid by the Mayor and the Clerk-Treasurer.

2014-187         REPORT TO COUNCIL RE 2014 MUNICIPAL ELECTION ACCESSIBILITY INITIATIVES
Moved by Coun Edwards and seconded by Coun O’Connor that Council hereby acknowledges that, as per Section 12.1 of the Municipal Elections Act, the Clerk has prepared and presented her Report to Council regarding Accessibility Initiatives undertaken during the 2014 Municipal election.

2014-188         BY-LAW NO 2014-028
BY-LAW NO 2014-028 received 1st, 2nd and 3rd readings and was finally passed before an open
Council. This being a by-law to appoint members to the Committee of Adjustment for this term of office.

2014-189         REALLOCATION OF SRN-CY FUNDS
Moved by Coun Pennell and seconded by Coun O’Connor that the 2014 Small, Rural Municipal Infrastructure – Capacity Fund in the amount of $20,419.60, which was received from the Province in March 2014 and set out in the 2014 budget to be allocated to rehabilitation work on the Carruthers and Hackenbrook bridges, be hereby reallocated in 2014 to other roadwork under the gravel resurfacing account,
And further that the Gas tax Funds as also allocated in the 2014 budget for the same bridges will not be spent in 2014 and will be reconsidered in the 2015 budget.

2014-190         ROMA NOMINATION OF MAYOR BILL VREBOSCH
Moved by Coun Adams and seconded by Coun Pennell that the Council of the Corporation of the Municipality of Calvin hereby endorses the nomination of Bill Vrebosch, Mayor of the Township of East Ferris, to the ROMA Executive as the Zone 9 representative.

2014-191         APPOINTMENT OF TREVOR SHIPPAM TO CRC
Moved by Coun O’Connor and seconded by Coun Edwards that Council has received and reviewed the communication received by the Clerk from Trevor Shippam expressing his interest to remain on the Calvin Recreation Committee (CRC) for the new term of Council and therefore hereby authorizes the appointment of Trevor Shippam to the Calvin Recreation Committee for the new term of Council which is to November 30, 2018.

2014-192         OFFICE CLOSURE FOR HOLIDAY SEASON
Moved by Coun Adams and seconded by Coun Pennell that Council hereby authorizes that the municipal office shall be closed for the 2014 Holiday Season on the following days:
            Wednesday December 24th, and
            Thursday December 25th, and
            Friday December 26th, and
            Wednesday December 31st as of 2:00 pm, and
            Thursday January 1st.

2014-193         BY-LAW NO 2014-029
BY-LAW NO 2014-029 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to confirm the proceedings of Council.

2014-194         BY-LAW NO 2014-030
BY-LAW NO 2014-030 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to authorize the execution of a contribution agreement between Her Majesty the Queen in Right of Ontario as represented by the Ministry of Agriculture, Food and Rural Affairs and the Corporation of the Municipality of Calvin.

2014-195         AUTHORIZATION FOR ENPB MEETINGS AT CALVIN COMMUNITY CENTRE
Moved by Coun Pennell and seconded by Coun Adams that Council hereby authorizes the East Nipissing Planning Board (ENPB) to use the Calvin Community Centre for their future board meetings.  Dates and times of the meetings, as well as access to the building, shall be discussed and arranged between our Clerk-Treasurer and the Secretary-Treasurer of the ENPB prior to scheduling of meetings.

2014-196        AUTHORIZATION/APPROVAL OF TUNNOCK CONSULTING LTD. AS PLANNERS
Moved by Coun Edwards and seconded by Coun O’Connor that Council hereby approves and authorizes that Tunnock Consulting Ltd. continue as Planner of Record for the Municipality of Calvin for this 2014-2018 Term of Council and that the current arrangement concerning the annual retainer paid for these necessary services is hereby considered acceptable.

BY-LAW NO 2014-031 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to authorize the borrowing of funds for the purchase of a 2015 International dump/sander/plow truck.

2014-198         DISBURSEMENTS
Moved by Coun O’Connor and seconded by Coun Edwards that the disbursements dated Dec. 4, 2014 in the amount of $115,383.52 and Dec. 9, 2014 in the amount of $14,126.00 be hereby authorized and passed for payment.
