MINUTES OF THE REGULAR MEETING TUESDAY APRIL 22, 2014
 
 
The regular meeting of Council was held this date at the Calvin Community Centre. Present were: Mayor Brown, Deputy Mayor Pennell, Coun Albright, Coun J. Latimer, Coun O’Connor,, Ken Brewitt, Chris Whalley & Lynda Kovacs.

2014-064              MINUTES OF ZONING/PLANNING MEETING OF COUNCIL
Moved by Coun O’Connor and seconded by Coun Latimer that the minutes of the Zoning/Planning  meeting of Council held on Tuesday April 8, 2014 be hereby approved and adopted as circulated.

2014-065              MINUTES OF COUNCIL MEETING
Moved by Coun Latimer and seconded by Coun O’Connor that the minutes of the regular meeting of Council held on Tuesday April 8, 2014 are hereby adopted and signed as circulated.

2014-066              EXEMPTION FROM INFORMAL QUOTES
Moved by Coun Latimer and seconded by Coun Pennell that Council approves the request of the Road Superintendent and hereby grants exemption under Section 10.1 of Procurement By-law No. 2004-22 from calling for Informal Quotes for the purpose of purchasing the 2014 winter sand, “A” Gravel (on road) and “A” Gravel (to yard) and any required 6” - 8” rip rap, as the company that has supplied these items for the past several years has agreed to hold pricing at 2012/2013 rates for the 2014 budget year.

2014-067              LETTER OF SUPPORT FOR WHISPERING PINES
Moved by Coun Pennell and seconded by Coun O’Connor that the Clerk-Treasurer be hereby authorized to prepare a Letter of Support for Whispering Pines Native Non-Profit Homes Inc. regarding the potential relocation of the Rural Native Housing program.

014-068              FIRE FIGHTERS ASSOC PURCHASE OF NOZZLES
Moved by Coun O’Connor and seconded by Coun Latimer that Council hereby acknowledges that the Fire Fighters Association will reimburse the municipality for the purchase of two (2) 1.5” 95 GPM @ 100 PSI pistol grip nozzles for the Calvin Fire Department in the amount of $1350.00 plus $23.76 non-refundable portion of HST totalling $1373.76,
And Further, that this item will henceforth then be included on the list of equipment belonging to the Calvin Fire Department.

2014-069              REQUEST FOR RECORDED VOTE ON BY-LAW NO. 2014-011
Moved by Coun Albright and seconded by Coun Pennell
That Council authorizes the Clerk-Treasurer to prepare By-Law No. 2014-011 to be tabled on April 22, 2014 which addresses remuneration and expenses of the Members of Council,
And that a recorded vote has been requested by Councillor Albright pertaining to this By-law,
And therefore this resolution will record those in favour and those not in favour.

2014-070              BY-LAW NO 2014-011
BY-LAW NO 2014-011 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to provide for the payment of remuneration to Members of Council and for the payment of expenses incurred by Members of Council while carrying out their duties for the next four years.

2014-071              REQUEST PREMIER’S IMMEDIATE ACTION TO PREVENT ENERGY INCREASES
Moved by Coun Pennell and seconded by Coun O’Connor
WHEREAS the province’s recently released Long Term Energy Plan anticipates that consumers will face hydro rates that will rise by 42% over the next five (5) years;
WHEREAS the Minister of Energy recently announced the past FIT process are driving electricity prices higher and that changes to domestic content requirements for construction of future renewable energy projects are necessary to lower future electricity rates;
WHEREAS the recent auditor-general’s report advised of extreme amounts of waste in the energy sector, particularly at Ontario Power Generation and Hydro One, due to high labour costs and generous public castor pension plans;
WHEREAS decisions including but not limited to the cancellation of gas plants in Ontario could cost taxpayers close to $1.1 billion;
WHEREAS it is essential for the residents and businesses of the Municipality of Calvin to have access to affordable hydro to thrive and prosper;
THEREFORE BE IT RESOLVED that the Municipality of Calvin CALL ON Premier Wynne and the Province of Ontario to take immediate action to prevent these and any other rate increases from being implemented; and
That this motion BE CIRCULATED to all Ontario municipalities for support.

2014-072              REQUEST REFUND FOR NURSE PRACTITIONER INITIATIVE
Moved by Coun Albright and seconded by Coun Pennell
That Council requests the refund of $1267.08 from the Mattawa Hospital which was paid in 2013 for the Nurse Practitioner initiative and was not used for that purpose.

2014-073              SUPPORT FOR VACANCY REPLACEMENT ON FONOM BOARD
Moved by Coun Pennell and seconded by Coun Albright
That the recent passing of Councillor Yvon Foisy of the Township of Bonfield has left the seat as Territorial Representative for the District of Nipissing on the Federation of Northern Ontario Municipalities (FONOM) vacant; and further,
That Tamel Price-Fry, Deputy Mayor for the Township of Bonfield, has expressed interest in filling this vacancy.
Therefore Be It Resolved that the Council of the Municipality of Calvin hereby supports Tamela Price-Fry in her interest to represent the District of Nipissing on the FONOM Board for the remainder of her current term of Council.

2014-074              BY-LAW NO 2014-012
BY-LAW NO 2014-012 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to set tax (transition) ratios for municipal purposes for the year 2014.

BY-LAW NO 2014-013 received 1st, 2nd and 3rd readings and was finally passed before an open Council. This being a by-law to adopt the new stay at CVA tax and cross CVA tax options for 2014 property tax policy for the Municipality of Calvin.

That the disbursements dated April 17, 2014 in the amount of $24,843.44 and April 22, 2014 in the amounts of $11,148.72 and $615.47 be hereby authorized and passed for payment.
