BY-LAW NO. 2010-010


BEING A BY-LAW TO ADOPT A ZERO TOLERANCE POLICY PERTAINING TO ORGANIZED SPORT AND RECREATIONAL ACTIVITIES AND INCIDENTS OF INAPPROPRIATE BEHAVIOUR AT CALVIN RECREATIONAL FACILITIES
(commonly known as the Zero Tolerance Policy)


WHEREAS the Municipal Act 2001, c.25 Section 10 provides for Broad Authority for single tier municipalities
AND WHEREAS the Council for the Corporation of the Municipality of Calvin deems it desirable to establish the following Zero Tolerance Policy to create the best possible environment for children and families to enjoy sport and recreational activities on municipal property;
NOW THEREFORE the Council of the Corporation of the Municipality of Calvin enacts as follows:


1. That the “Zero Tolerance Policy” shall become part and parcel of this by-law as Schedule “A” attached;
2. This By-law shall come into full force and effect upon the date of the passing thereof.

Zero Tolerance Policy


Policy Statement
The Calvin recreation facilities are provided to allow all citizens to participate in sport and recreational activities in a safe, enjoyable environment. We must ensure that the best possible environment exists for our children, to allow them to enjoy sports and develop an understanding of sportsmanship, competition, teamwork and fair play.
Most events at our facilities are organized and run by volunteers. It is our responsibility to see they too have the ability to work in a safe environment. Also, well behaved spectators and participants should be able to enjoy their time at our facilities.
It is important that we do what is necessary to ensure that deterrents exist to ensure that incidents of inappropriate behavior do not occur in our facilities. To achieve this goal it is necessary that all users of our facilities take primary responsibility for the behavior associated with their players, coaches, officials and spectators.


Statements of Principle
1. Participation in sport and recreation is a benefit to all ages.
2. To make sure benefits are maximized, a safe, positive environment must exist.
3. Violent acts or abusive behavior have no place at our facilities.
4. Referees and game officials have the responsibility to see the games are played in a safe manner and to enforce the rules of the game.
5. Referees and officials should not be subjected to abusive or violent behavior at any municipal facility.
Policy Purpose
1. To create the best possible environment for children and families to enjoy sport and recreational activities on municipal property.
2. To eliminate violent, abusive and inappropriate behavior.
3. Development of an understanding among all participants and spectators of the importance of creating a positive, “fun first” environment for all.
Prohibited Behaviors
The following actions by players, coaches, officials, parents and spectators are prohibited:
1. Applying physical force to another individual
2. Throwing articles in an aggressive manner
3. Threats and attempts to intimidate
4. Efforts to incite violence
5. Loud verbal assaults
6. Profane and offensive language
Penalties
Persons taking part in any of the above behaviors will be immediately ejected from the facility and further banned from all municipal recreational facilities for a minimum of 30 days.
The municipality reserves the right to increase the length of this suspension should it deem it is warranted.
All incidents will be reported to the police. Charges may follow under the Criminal Code or Provincial Statutes.
This policy statement must be read and understood by any and all volunteers that would come into contact with any children involved with events held on municipal property. A signature will be required and witnessed that the person understands this policy and that it will be adhered to.
